Project for Capacity Development for Implementing the Organic Law at the Capital and Provincial Level Second Phase (PILAC2)
The Royal Government of Cambodia (RGC) experienced more than two decades of civil war from the 1970s until the early 1990s, and Soviet-Vietnamese style socialism in the 1980s. Prolonged periods of internal conflicts have caused scarcity of qualified mid-career public servants, who now form the backbone of Cambodia’s public administration. In 2005, the RGC developed the Strategic Framework for Decentralization and Deconcentration Reforms (hereinafter the “D&D Framework”) to translate the Sub-national Decentralization and Deconcentration into implementation. Both the National Strategic Development Plan (NSDP) 2006-2010, and the Rectangular Strategy for Growth, Employment, Equity and Efficiency Phase II, of September 2008, point toward promoting D&D reform as a means to materialize practices of good governance in the RGC.
Given the success IC Net’s project in the first phase of the Project for Capacity Development for Implementing the Organic Law at the Capital and Provincial Level (PILAC), IC Net was awarded the contract for the second phase, PILAC 2.
The three main outputs of PILAC 2 are:
Output 1: NCDD Identifies Issues on human resource development and countermeasures in relation to local administration management.
Output 2: NCDD establishes operational procedures and practices related to formulation and management of 5-year development plans and 3-year rolling investment programs at the capital and provincial level, together with the Sub-Committee on Sub-National Development Plan and the Sub-Committee on Financial and Fiscal Affairs.
Output 3: The Capacity Development and Information Unit and support agencies enhance the capacity of capital and provincial councilors and relevant officers to implement local administration and formulate and manage 5-year development plans and 3-year rolling investment programs.
