External Ex-Post Evaluation of 2016 Projects: Package Ⅲ-1 (Kenya, Zambia, Tanzania) (October 2016–September 2017)

The ex-post evaluations of the official development assistance (ODA) projects implemented in Kenya, Zambia and Tanzania were entrusted to IC Net by the Japan International Cooperation Agency (JICA) to ensure an objective analysis of the program impact. IC Net followed the DAC Principles for Evaluation of Development Assistance—relevance, effectiveness, efficiency, impact, and sustainability— to evaluate the following three projects.

The first ex-post evaluation was for the Project for Rural Water Supply (Phase II) in Kenya which ran from 2011-2012. The Government of Kenya was granted aid assistance for developing groundwater supply facilities in 58 villages from poor and under-resourced districts. The project’s purpose was to increase the size of the population with access to safe drinking water by building water supply facilities, organizing water user associations for sustainable water supply, and procuring water supply maintenance equipment. IC Net also conducted ex-post evaluation for a project that aimed to improve the water supply condition in Ndola City in Zambia from 2011-2015. The pipeline of the main water treatment plant was expanded to serve the communities living in the outskirts of the city. Another evaluation was for a project that upgraded the Kilwa Road in Tanzania to reduce traffic congestion. The fourth project evaluated by IC Net was the 2011 Project for the Construction of Nairobi Western Ring Road in Kenya. The project improved road networks in the metropolitan area to reduce traffic accidents and heavy traffic. The lessons and recommendations drawn from these evaluations were shared with JICA’s stakeholders in order to improve the quality of ODA projects.
