Terminal Evaluation of the Project for Rice-based Agriculture Development in Afghanistan (October 2016– February 2017)

With 80% of the population of Afghanistan employed in the agriculture sector, the development of this sector remains one of the most important tasks for the country. However, 20 years of civil war has left its mark on the quality of basic agricultural infrastructure including irrigation facilities, agricultural technology, and support systems for farmers. Moreover, the current food production rate cannot meet the demands of an increasing population, forcing the country to rely on food imports, especially for major grains.

The project aimed to develop domestic rice production technology according to the market needs of major rice producing provinces in Afghanistan. In addition, it sought to spread the technology nationwide and establish a national model for improved rice producing technology. IC Net was commissioned by the Japan International Cooperation Agency (JICA) to evaluate the relevance, effectiveness, efficiency, impact, and sustainability of the project.
