The Bangladesh Local Government Engineering Department (LGED), a leading public sector organization under the Ministry of Local Government, Rural Development & Cooperatives, awarded a contract to IC Net Limited for Benefit Monitoring and Evaluation (BME) of Northern Bangladesh Integrated Development Project (NOBIDEP), funded by Japan International Cooperation Agency (JICA) on 16 November 2014.
Under the contract, A Benefit Monitoring and Evaluation (BME) consultant team will be engaged to assist the LGED in monitoring and evaluating outcomes and impacts of Northern Bangladesh Integrated Development Project (NOBIDEP). The outcomes and impacts shall be measured by indicators of the Project Purpose and the Overall Goal, respectively, in the proposed logical framework of the Project.
The main objective of the BME will be to oversee whether the outcomes and impacts have been attained as specified in the logical framework, draw lessons, and offer recommendations.
The scope of the BME project will be to assist the Project Management Office (PMO) in implementing the BME. The team will: 1) develop a system, methodologies, measures, processes, and tools for the BME; 2) support the baseline survey and midterm and terminal assessments by organizing field surveys, collecting, verifying, and analyzing data, and producing reports; and 3) conduct capacity improvement of PMO, Supervision and Monitoring Offices (SMOs), Project Implementation Offices (PIOs), and Project Implementation Units (PIUs) in conducting BME.
This is the first time that IC Net was awarded a contract as the lead firm by the Government of Bangladesh. IC Net has been involved with this project under JICA TA arrangement in project preparation and technical assistance for urban governance improvement component of NOBIDEP for preparation of guidelines, manuals and pourashava profiles. IC Net is NOBIDEP in implementation support as a joint venture partner of Design, Supervision and Monitoring consultancy services.
